Yes—but Bali is not necessarily the place with the single best waves on Earth. It's arguably one of the best overall surf destinations because it combines world-class waves, consistency, warm water, many different breaks, and relatively easy access.
If by "better" you mean more powerful, bigger, hollower, or more perfect, there are places that can beat Bali on their best days.

Uluwatu is particularly special because it isn't just one wave—there are multiple sections that work at different tides and swell sizes. Padang Padang Lefts, when a proper swell hits, is a genuinely elite barrel and is often called the "Balinese Pipeline."

Best "surf trip of a lifetime" for an advanced surfer: I'd seriously consider Mentawai Islands over Bali. The Mentawais have an extraordinary concentration of high-quality reef breaks, with waves such as Cloudbreak-style perfection available in a relatively small area.
And there's an important distinction: Bali is arguably better than almost anywhere for finding a good wave; it isn't necessarily better than anywhere for finding the absolute best wave. Uluwatu's multiple breaks mean that something is often working, whereas places like Teahupo'o may produce an unbelievable wave when the swell, wind and tide align—but not every day.
